The strong winds have toppled trees, causing damage to homes and vehicles, and certain areas are experiencing power outages due to the collapse of electrical poles. The storm's rainfall caused life-threatening flash flooding in San Francisco. This phenomenon is attributed to the "atmospheric river" effect, generated by airborne streams of concentrated moisture.
