Russia starts returning troops to permanent bases

CRIMEA, UKRAINE - APRIL 22: Russia started returning its troops from Crimea and regions neighboring the Ukrainian border on Friday, according to an official statement. Ukrainian President Volodymyr Zelensky welcomed the move, saying "the reduction of troops proportionally reduces tension."
