TOPSHOT - US Representative Peter DeFazio (R),D-OR, introduces the "No Bailout Act" with other members of the House the day after the House defeated a $700 billion emergency rescue for the nation's financial system on September 30, 2008 on Capitol Hill in Washington, DC.
